Navigation is built separately from the page tree. Adding a page does not add it to a menu, and reordering pages does not reorder a menu. That costs a step, and it buys labels shorter than page titles, menus that point anywhere, and pages that stay out of the navigation on purpose. Addresses are the other half: a page can gain a second address, and an old address can send visitors to a new one.
